I've noticed in the task-manger, even though I have performance settings, and double checked these settings manually, I've noticed that under full-load (CPU benchmarking) that the CPU never reaches it's maximum speed of 2.40ghz, it gets close to 95% but never 100% since the OS is lowering its maximum speed. In task manger in idle the CPU maximum speed is always jumping between 1ghz and 1.5ghz under load it goes upto 2.35ghz but that still isn't the maximum of 2.40ghz which is supposed to be able to do.
